The Daschle and perhaps Leahy envelopes entered at A, moved to DBCS 17 for sorting, and were transported to D for distribution to the Hart Senate Office Building (Daschle letter) or by mistake to the State Department mailing processing facility in Sterling, Virginia (Leahy letter).
